Snow removal contracts.

It appears that much information, not always accurate, is circulating in the community about the council's decision not to exercise the optional year (2012-2013) contained in the municipal snow removal contracts. It is therefore important to know the reasons that led to this decision which are not related to the quality of service currently offered but based on the need to ensure quality service at the best price.
Monetary information on the 2008 contracts with Excavation Guy Éthier and Excavation Stanley Mierwinski are included in the first table. Following are the contract terms related to the length of the contract and the optional year. The last table provides the rates per kilometer paid by surrounding municipalities with a geographical character similar to ours. Please note that rates for both Potton and other municipalities apply to gravel roads.
Council decided, in view of a rate approaching $ 3 800 km in the 2012-2013 and the 2011-2012 average rate in the surrounding municipalities of $3 034, not to take advantage of the additional year and return to bidding for snow removal for years 2012-2013 and following. With 146 km of gravel roads, a sum nearing $100 000 per year is at stake.
This information along with some other touching the issue of municipal roads will be published in the February issue of Potton in brief. It is important that all citizens be made aware of this issue to make an informed judgment as to the real facts and not on rumors or inaccurate information.

Clauses concerning the contract period.
Article 16.
The municipality entrusts to the Contractor the snow and ice removal on winter roads for a period of four years as of October 15, 2008 until May 1, 2012. To these four years will be added year 2012-13 beginning October 15, 2012 and ending May 1, 2013, unless the municipality avails itself of the provisions of Article 17.
Article 17.
If the municipality chooses not to use the services of the contractor for the fifth year 2012-13, a written notice by the municipality shall be transmitted to the contractor no later than April 15, 2012. In such a case the contract will expire on May 1, 2012. The applicable price will be the price fixed for four years, without further obligation in this regard for the optional year.
